Rick Lumpkin is President of Dragonfly Technologies, LLC, which provides consulting and setup for Cannabis Testing Laboratories, Processing and Analytical Laboratory setup, sales support, planning and equipment for processing and testing labs that serve the emerging Hemp and cannabis markets. Rick has been in the clinical / research / reference lab industry for more than 40 years, with experience that includes conceptualization and planning of new labs and performance optimization of existing labs. He specializes in helping clients build flexible facilities that can meet changing input / output parameters and new testing requirements.
Rick provides exceptional knowledge of the individual components of a working lab–from equipment selection and instrumentation sourcing to customized system software–that is capped by an innate ability to integrate the systems, ensuring the labs consistently and reliably perform at optimal capacity. The secret to his longevity in an extremely competitive environment is the professionalism, integrity and dedication he demonstrates to his clients, suppliers and manufacturers with every transaction. Rick’s entrepreneurialism, industrywide network and the ease with which he communicates at the C-level, scientists and researchers means he has won more than 30 sales awards throughout his career, including the record for five of the largest sales at his former company. In addition to his technical competence, Rick has honed his management skills and can fluidly move from chief problem-solver to team facilitator. He has successfully managed a staff of 20 by focusing on the following:
Planning – Assessing market trends and keeping current with research; establishing a vision and mission with detailed short- and long-term plans that track progress on specific project goals; time management to successfully complete several administrative and technical tasks simultaneously; and budgetary forecasts, such as income sources, spending, and salaries.
Human Resources – Building the best team possible by hiring very experienced people in specific roles…as they are needed. Rick’s 40 years of network and relationship building serve him very well in this regard. Working with lab professionals offers a challenge, as most scientists thrive on work autonomy. Rick finds it most productive to clearly define the objective and then let them proceed in a way they think is optimal. He checks in regularly to make sure the team has what they need–from equipment to advice–to get the job done.
Organizing – Prioritizing the work, determining who does which project, managing the timelines and budgets for multiple projects and keeping meticulous records. Rick also evaluates all employees’ and project progress, then pivots to adjust to unforeseen conditions as they arise.

Nathan Lumpkin has demonstrated entrepreneurial and managerial capabilities within multi-million dollar enterprises. He is currently Vice President of Development at Dragonfly Technologies, LLC., which provides consulting for Processing and Analytical Laboratory setup, sales support, planning and equipment for processing and testing labs that serve the emerging Hemp and cannabis markets. Nathan previously owned and managed a highly successful retail store grossing more than seven figures and employing more than 30 professionals. As part of his management capacity, Nathan was responsible for setting spending priorities during each budgetary cycle; identifying requirements for capital equipment; investigating vendor options; ensuring timely ordering for long-lead procurement items; and negotiating with suppliers and end users. He is especially proficient at creative problem-solving to find cost-effective solutions that achieve milestones despite budget constraints.
Nathan is skilled at providing domestic and international market analysis; creating and managing sales and marketing strategies; establishing recruitment, retention and workforce development plans; as well as evaluating and optimizing workforce performance of manufacturing and engineering companies. Working as a consultant with five different organizations, Nathan supported the entire spectrum of the human systems timeline including: employee recruiting/hiring strategies, orientation/onboarding, performance management, compensation/rewards, employee recognition, and off-boarding strategies.
DEBORAH M. MOLL, PhD
Dr. Moll has a PhD in Environmental Science and 21 years of experience in R&D with the National Center for Environmental Health of the Centers for Disease Control and Prevention (CDC) and other federal agencies and private food companies. She was lead scientist/principal investigator on 16 collaborative studies funded by federal government agencies and private entities. In the CBD industry, she has experience building analytical laboratories for in-house and 3rd-party hemp analysis for cannabinoids, pesticides, terpenes, residual solvents, and mycotoxins. She has provided supervision of laboratory operations including hiring and training personnel, validation of methods, developing SOPs for all analyses, instrumentation, equipment, and maintenance, and approving and reporting all data in accordance with appropriate regulations (e.g., Food Safety Modernization Act).
Lori Aquilino Quality Assurance/QMS Lori comes to TCL with 35 years of regulatory background and working as a regulator in both domestic and international ISO laws and requirements. Lori is both a TCL partner and quality and regulatory expert. She ensures all quality processes and ISO manuals meet all city/state ordinances and customizes the quality manual to client specifications. She is also a liaison between clients and ISO 17025 auditing team. She supports TCL clients by conducting QMS/ethics training for all client employees, facility quality audits and pre/ post facility auditing with a written report to client including items found and needed corrective action. In 2015 Lori co-founded pH Laboratories a cannabis testing facility in Lake Oswego, Oregon. pH Labs was one of the first fully accredited NELAP and OLCC licensed labs in the United States. Until 2017 Lori held the roles of Treasurer and Quality Manager which included managing quality assurance and the accreditation process as well as the development and implementation of NELAP/ISO 17025 manual system. As a qualified instructor, she’s responsible for qualifying and training all laboratory personnel on the quality manual and processes and served as liaison for both the state representatives and ISO accreditation audit teams, ensuring compliance with all accreditation rules and state testing requirements. In 2010 Lori became the CEO of ARC Solutions LLC., an international regulatory aviation consulting firm with active Taiwanese Civil Aeronautics Administration contracts (CAA). Lori travels periodically to Taiwan providing assistance with meeting international ICAO and ISO aviation requirements to allow Taiwan airlines travel internationally. Lori has extensive experience in the areas of quality and ISO accreditation acquired through a thirty year career with the Federal Aviation Administration (FAA) which includes airline certification, maintenance and International regulatory compliance. She was a team leader of ISO accreditation inspections for FAA offices and was trained by BVQI as ISO Lead Auditor. During her time with the FAA Lori served as an Aviation Safety Inspector Manager of several International field offices covering over 45 countries. Lori’s responsibilities included overall management of all assigned FAA inspectors and staff personnel to include: scheduling, personnel actions, training, inspection results and all financial income collected by the FAA field office totaling over 1.5 million dollars a year. Marshall Aquilino Operations Consultant Marshall is a partner of TCL and is also in charge of customer relations, sales and marketing. He provides client assistance at all hours in order to support TCL clients in reaching their project goals within their desired timeline. Marshall works with clients to assure client participation in ordering of instruments, monitoring purchase orders and delivery times for coordination of resources. He also sets up business to business third party contracts and manages client employee hiring/training. In 2015 Marshall co-founded and started pH Laboratories in Lake Oswego, Oregon. Marshall managed pH Labs from its creation through research & development up to acquiring OLCC licensing and NELAP/ISO accreditation. pH Labs was one of the first fully accredited cannabis laboratories in both Oregon and in the United States. Marshall was both the Lab Director and President of pH Laboratories and conducted all operational management. In 2013 Marshall held the position of Operations Manager for Primary Data, a start-up tech company in Salt Lake City, Utah. He managed the marketing department which included convention design/implementation, internal/external communications and presentation designs for venture capitalists/publications. Marshall was employed by Apple Computers for seven years in California. He designed training systems, managed business to business development/training and implementation of software/hardware into client corporate structures. Laura Ross Technical Consultant Laura comes to TCL with an extensive background in both chemistry and the cannabis industry. She is responsible for the technical laboratory operations, equipment, and testing of all Cannabis products. Laura travels to client sites offering assistance with instrument instillation, calibration and validation. She also oversees all Proficiency Testing (PT), employee training on all laboratory functions/instruments/safety standards/procedures and customizes laboratory methods to client specifications. In 2016 Laura was integral as the Technical Director and technical instructor in achieving NELAP/ISO 17025 accreditation for pH Laboratories, Lake Oswego, Oregon. She created and developed all pH laboratory methods and appropriate standard operating procedures (SOP’s) for each accredited test required. She designed the laboratory layout and customized the work flow to ensure the most efficient work flow possible was achieved. Laura was a key representative for pH Laboratories at all west coast Cannabis scientific conventions. Laura was a key Chemist at the Kansas Department of Environmental Laboratories in the Newborn Screening Laboratory for nine years. During this time she participated in national research and co-authored an award- winning poster, Good Spot/Bad Spot. She served as an active member of the Safety Committee and was Safety Chair for four years. She both established and lead the Lay Responder Team and was its Lead Trainer for the entire Kansas Department of Health and Environment. At the time of her move to Oregon she held the position of Medical Countermeasures Program Manager in addition to all of her Chemist duties.
